Michael Stolitca/Chief Administrative Officer

Pennsylvania Farm Bureau and PFB Members Service Corporation operate with a professional staff of 90 men and women led by a Chief Administrative Officer. PFB provides its members with a voice in public affairs, industry-related information and the opportunity for savings through services and member benefits.

Pennsylvania Farm Bureau serves its members through the following divisions: Member Relations, Government Affairs and Communications, MSC Business Services, Controller and Pennsylvania Friends of Ag Foundation.

Keri Zeigler/Human Resources Director

Keri is responsible for carrying out all aspects of human resources, with a focus on formulating a strategic human capital management plan for all staff of PFB and affiliated companies. Working towards accomplishing set goals within the framework of PFB’s core values and mission, she establishes a direction for all aspects of the human resources functions, including programs, policies and employee benefits.

Ginny Keever/Executive Assistant

Ginny handles all logistics relating to the Board of Directors, including correspondence, meeting details and recording of minutes. She provides assistance in maintaining current corporate files, as well as assisting with payroll processing procedures.

Member Relations Division is the link between the state organization and its 54 county Farm Bureaus. The state is divided into eight regions with assistance provided in each area by a Regional Organization Director (ROD). A membership drive is conducted each year as well as coordinating county Farm Bureau programs with local leadership.

Todd Bailey, Manager Member Relations Division

Todd is a graduate of Susquehanna University Sigmund Weis School of Business with an emphasis on marketing and business administration. Before coming to PFB 16 years ago Todd was east coast training director for a Fortune 500 company. Previous positions held at PFB were Regional Organization Director and Marketing Director.

Regional Organizational Directors (RODs)

RODs each manage a multi-county territory with six or more county Farm Bureaus per region. They implement all programming, training and provide member engagement opportunities throughout PA. They deliver marketing, communication and public awareness opportunities in their local communities and responsible for the yearly membership campaign and growth of the organization.

Heather Krumenaker/Membership Coordinator
Joyce Kutzner/Membership Coordinator

Heather and Joyce are responsible for maintaining the membership database and coordinating billings, and help members understand all PFB member benefits. They also handle customer service calls in addition to communications to county volunteer members.

The Government Affairs & Communications Division is responsible for PFB’s lobbying and communications programs. It works to implement PFB policy objectives in state and national legislative and regulatory activities. It also provides members with information to aid in their involvement in policy development and implementation efforts and informs the public on issues crucial to agriculture and rural life. In addition, the division assists with the marketing of member programs such as Nationwide and builds productive working relationships with the news media and other groups.

Joel Rotz, Manager Government Affairs & Communications Division

Before being named manager, Joel coordinated the grassroots efforts of Pennsylvania Farm Bureau members in several different positions regarding local, federal and state legislative and regulatory issues. Joel was a dairy farmer for twenty years and County Farm Bureau Leader before his employment with Pennsylvania Farm Bureau.Joel has a BA in Organizational Management from Eastern University.


John Bell/Environmental Issues Counsel
John oversees state & national environmental regulatory compliance, air & water quality, nutrient management & CAFO regulations along with state & national environmental legislation & regulation.

Ginny Keever/Office Administrator Ginny is the office coordinator for state legislative conference, federal affairs trips, FARMER dinner, state policy development meeting and regional legislative update meetings

Joe Montenegro/Government Affairs Counsel
Joe oversees legislation & regulations review, county Farm Bureau governance, agriculture legal proceedings, local ordinances & regulations, Pennsylvania Milk Marketing Board and policy development.

Darrin Youker/Director, State Government Affairs
Darrin is PFB’s principal Harrisburg lobbyist, and oversees agricultural program funding, rural development, state regulatory proposals, transportation, state legislative committee coordination, and FARMER PAC.

Kristina Watson/Director, Federal Government Affairs
Kristina is the principal Washington lobbyist and oversees national farm programs, dairy Issues, federal regulatory proposals, farm labor & farm safety.


Holly Cohick/Graphic Designer
Holly oversees graphic design & print production, and logo copyright & branding. Assists with social media & website.

Kim Flegal/Administrative Assistant & Special Events Coordinator
Kim coordinates the PFB state annual meeting & Sponsorships, Country Focus & Postively PA advertising, county newsletter ad sponsorship program and trade shows.

Liam Migdail/Director of Communications
Liam manages news media outreach & engagement, chief PFB spokesman, editor of Country Focus, Positively Pennsylvania, Farm Bureau Express, member communications, Companion and Ag Alliance.

Lorraine Potochney-Kobold/Website Director
Lorraine manages website design, content & web security and assists with county Farm Bureau webpages.

Bill is co-director of communications and manages email marketing strategies, social media policy and strategy,

and animal health/well-being.

MSC Business Services employs approximately 40 professional and support staff, and provides services to members including income tax preparation, recordkeeping, payroll services, financial statement compilation, benchmarking and consulting.

Victor Murcavage. Manager MSC Business Services

Victor is from Harrisburg, and his work experience has concentrated on Business Development and Account Management. He’s worked locally in the Central PA marketplace, and for the past 15 years in the elevator industry. He’s very excited to join the Farm Bureau team and is looking forward to working together to contribute to the growth and success of MSC Business Services. He has a bachelor’s degree in finance from Penn State University. He enjoys outdoor activities such as hiking, kayaking, fishing, tennis and some golfing.


Marie Achey/Payroll Director
Marie manages our payroll department which operates as a third-party payroll processor for over 160 clients. She has over 30 years of experience in payroll and 10 years of experience providing support to human resources in compliance issues relating to payroll.

Christine McFerren/Payroll Service Technician
Trish Williams/Payroll Service Technician
Christine and Trish prepare, verify and process client’s payroll, along with handling other payroll-related functions for our clients.

Tara Sue Myers/Bookkeeping Specialist
Tara Sue manages our bookkeeping clients while compiling financial data into useful reports with MSC’s exclusive FACCTS accounting software. She is also our QuickBooks support professional and serves as administrative office support.

Christine Stephenson/Office Administrator
Christine focuses on supporting staff in tax preparation and distribution of taxes, overseeing office procedures, accounting for receivables, coordinating admin and remote staff, and assisting our clients.

Tim Wirt/Director of Training
Tim develops, schedules and conducts staff trainings for our remote accounting staff while keeping abreast of program, farm management and tax-related changes. He is the primary auditor for our entity tax returns and chief mentor for our staff employed under 18 months. In conjunction with this position, Tim also maintains a set of clients to keep him current in tax and farm related matters.

Kanthy Vaylay/Operations Director
Kanthy has a bachelor’s and master’s degrees in Accounting, and a master’s degree in Information Systems.

The Information Technology department is responsible for the PFB internal network and servers, telephone system, purchasing and maintenance of desktop PCs, printers, corporate application programming, and purchase and updating of third party software.

Dave McAfee/Director of IT Services

Dave oversees the Information Technology department and sets the priorities for application development and network infrastructure. He is a graduate of Millersville University with a bachelor’s degree in Social Studies/Economics and also holds a 1984 graduate of Penn State University a degree in Computer Science from Penn State University. Dave has been with PFB since 1984, starting as a Junior Programmer and promoted to Director in 2019.

Greg is responsible for application maintenance and web development.

Robert Mentzer/Programmer/Analyst
Bob is responsible for FACCTS development, FMS hardware/software support, and tax processing.

Dale Myers/FACCTS Support
Dale is responsible for FACCTS user support and FACCTS PC maintenance and leases.

The Controllers Division is responsible for corporate records and the administration of the Blue Cross group health insurance program.

William Montgomery, Corporate Controller


Bill oversees the finances for PFB and Affiliates, the company fleet, and building and ground maintenance. He is a graduate of Shippensburg University with a bachelor’s degree as an Accounting major and joined PFB in 1984, starting out as an accountant and promoted to the Controller’s position in 2000.

Darlene Kapp/Senior Bookkeeper
Darlene handles all of the bookkeeping functions for the organization.

Kristen Yost/Senior Accountant
Kristen assists the Corporate Controller in preparation of the corporate books, financial statements, and other applicable financial matters of PFB and Affiliates.

Health Services


Dave Fleming/Health Service Director
Dave oversees a program that delivers health, dental and vision insurance plans to PFB members and non-members as well.

Kim Lehmer/Health Services Account Representative
Kim handles the day-to-day processing of the health services cash receipts and assists members with new enrollments and medical contract changes. She also handles the contract invoicing and quoting for new business.

The Pennsylvania Friends of Agriculture Foundation is a charitable organization supported by Pennsylvania Farm Bureau and its affiliates. The foundation promotes agriculture literacy and education through in-school and community programs, such as Ag Literacy Week, Ag Careers, Mobile Ag Ed Science Lab, Ag on the Go and Educator’s Ag Institute.

Charlene Shupp Espenshade, Executive Director of the Pennsylvania Friends of Agriculture Foundation


Charlene received her Bachelor of Science in Dairy Science and minor in Communication Studies from Virginia Tech. Previously, Charlene was the special sections editor at Lancaster Farming newspaper for 15 years.

Natalie Slembarski/Director of Operations
Natalie is responsible for writing Foundation grants, coordinating the Annual Foundation Golf Outing, planning the logistics of Ag Literacy Week, develops Foundation fundraising events and is the state contact for National Ag in the Classroom.

Paula Shoop/Ag Lab Coordinator
Paula coordinates the Ag Lab program and other education programs.

Becky Freeman/Program Assistant
Becky is responsible for Ag Lab scheduling, Ag Literacy Week registration and accounts receivable.
